For more than two decades, Anne has consulted to and advised government agencies, health plans and providers as they strive for success in government healthcare programs.
Her clients have included the United States Department of Health and Human Services, the Veterans Healthcare Administration, governors’ offices, approximately 24 states’ Medicaid agencies and their sister agencies, as well as private sector payers and providers serving in government programs. She has also advised foundations and associations and routinely speaks at conferences and universities.
Anne specializes in the design, implementation, ongoing operation, monitoring and assessment of Medicaid managed care programs and other Medicaid programs. She lends expertise in procurement strategies and tactics, value-based purchasing and payment, risk adjustment, technical and cost proposal negotiations, regulatory compliance, and approaches to achieve success in readiness review and ongoing program operations.
Anne approaches her work with an eye toward public health methods: she relies upon systematic gathering and interpretation of health data for the purpose of designing, instituting and assessing interventions. She has extensive experience in data analytics to support decision-making and management, including population health measurement and quality and cost benchmarking, as well as other methods and tools. She also recognizes the complex needs of the people whom government programs serve and the interdisciplinary approaches essential to achieving cost and quality goals.
Anne earned a Bachelor of Science in Bio-Psychology and Community Health at Tufts University. She received a Master of Healthcare Administration (MHA) from The University of North Carolina at Chapel Hill School of Public Health, where she also completed doctoral coursework and exams. Anne has consulted for KPMG, Tucker Alan Inc., and Navigant Consulting. Early in her career, she served as a health policy government liaison for a national membership organization.
